Teaneck resident was convicted in New York in 2002
TEANECK -- A man who relocated to the township from New York was sentenced Tuesday to three years in prison for failing to register as a sex offender, U.S. Attorney Paul Fishman said in a statement.
Richard Joseph, 43, who has also gone by the aliases Richard Beltre and Joseph Richards, was a registered Tier III offender in New York State but failed to notify law enforcement of his status when he moved to New Jersey in the fall of 2013. Offenders must keep their sex-offender registration in every jurisdiction where they travel or live under the federal Sex Offender Registration and Notification Act.
Joseph was convicted in 2002 on a charge of third-degree rape and registered as a sex offender four years later using the name Richard Beltre, authorities said. But he failed to report to parole officers after his release from custody in 2013 and a warrant was issued for his arrest. He was captured in October after living in New Jersey for a month without registering as a sex offender, Fishman said.
