Lt. Scott Mura claims in the suit, which was filed Dec. 30, that he has been in trouble with the department since discovering the chief illegally voided several parking tickets that were issued to the mayor's political donors.

The tickets were written in August 2013 to guests at a house party.

The police chief denied any wrongdoing, according to the report.

Mura is accused of conducting an unauthorized investigation into the dismissal of parking tickets. He has also been accused of running an unauthorized check on his girlfriend's former boyfriend, according to previous reports.

In addition to demotion, Mura faces suspension without pay.

A decision based on the administrative charges is pending, according to the report.
