Behavior analyst accused of sexual assaulting kids, health care fraud

A behavior analyst has been charged with sexually assaulting three young patients and for submitting false claims to insurance companies for treatment provided to his patients, authorities said.

FRANKLIN LAKES -- A behavior analyst has been charged with sexually assaulting three young patients and for submitting false claims to insurance companies for treatment provided to his patients, authorities said.

Troy R. Leonard, 31, of Franklin Lakes, was arrested and charged Friday with three counts of second-degree sexual assault, three counts of second-degree endangering the welfare of a child and 38 counts of second-degree health care claims fraud, Sussex County Prosecutor Francis A. Koch said in a news release.

Leonard was arrested at his Franklin Lakes residence by the Sussex County Prosecutor's Office and the Franklin Lakes Police Department, Koch said.

Authorities say Leonard, while acting as a behavior analyst, engaged in sexual contact with three young patients at various locations throughout the state. The ages of the patients or the reason for their treatment was not released.

Leonard is also accused of submitting fraudulent claims to insurance companies for treatment he didn't provide to those patients and other other minors and their families from 2013 through 2015.

Leonard was remanded to Keogh-Dwyer Correctional Facility in lieu of $400,000 bail with no 10-percent option, according to jail records. A bail-source hearing is required in order for him to post bail.

The case against Leonard was investigated by the Sussex County Prosecutor's Office, the Passaic County Prosecutor's Office, the Bergen County Prosecutor's Office and the State Police.
