Daniel Cespedes was arrested shortly before 2 p.m. during a joint investigation by the sheriff's office and the state Attorney General's Gang-Organized Crime Bureau.

Undercover officers at the mall pulled over a white Honda Accord and observed the driver, Cespedes, behaving suspiciously, Berdnik said. Cespedes was also seen trying to hide an orange tool bag behind a front passenger seat.

After conducting a consent search, detectives found 13 pounds of raw heroin, an amount with an estimated street value of $500,000, Berdnik said.

Cespedes was charged with possession of heroin and possession with the intent to distribute. He was being held at the Bergen County Jail on $250,000 and no 10% option. The car was impounded pending forfeiture proceedings.

"I want to commend the detectives involved in this investigation," said Berdnik. "Today, as a result of this investigation,  the equivalent of 300,000 glassines of heroin were taken off the streets of Northern New Jersey."
